For seven years, most private-sector employees in Azerbaijan paid no income tax at all on salaries up to AZN 8,000 a month. That incentive ended on 31 December 2025. From 2026, a new graduated scale applies, and the lowest rate rises every year until 2028. Social and health insurance rates were cut for higher earners at the same time.

This guide covers Azerbaijani personal tax for people moving to or living in Azerbaijan in 2026, including the new salary scale, the special regime for oil and gas expats, and treaties.

The key question is simple. Which sector is your employer in, and what will you pay now the 0% rate has ended?

What's changed: since 1 January 2026, non-oil private-sector salaries are taxed at 3% up to AZN 2,500 a month, rising to 5% in 2027 and 7% from 2028, with 10% and 14% on higher slices. Above AZN 8,000 a month, combined social insurance fell from 25% to 21%. On salary above AZN 2,500, health insurance fell from 4% to 1%.

When you become tax resident in Azerbaijan

You're an Azerbaijani tax resident if you spend more than 182 days in Azerbaijan in a calendar year. Residents are taxed on worldwide income, and non-residents only on Azerbaijani-source income. Expat staff of oil and gas contractors can fall under different residence rules, covered below.

The 2026 salary tax scale

Why does the sector matter so much? Because Azerbaijan has two salary scales. The new graduated scale only applies to employees of non-oil, non-state employers.

AZN 625 + 14% above 8,000

AZN 675 + 14% above 8,000

AZN 725 + 14% above 8,000

Oil, gas and state-sector employees pay 14% up to AZN 2,500 a month and AZN 350 plus 25% above.

Worked example

  • You work for a private, non-oil employer in Baku, earning about AZN 14,170 a month (roughly US$100k a year).

  • Income tax is AZN 625 plus 14% of the amount above AZN 8,000, about AZN 1,490 a month.

  • Social, health and unemployment insurance add about AZN 1,580.

Your all-in bill is about 22% of your salary. From 2028 the fixed amount rises by AZN 100 a month.

Social and health insurance

Employees pay social insurance of 3% on the first AZN 200 of monthly salary and 10% on the rest. From 2026, the combined employee and employer rate on salary above AZN 8,000 fell from 25% to 21%. Mandatory health insurance is 2% for employees on salary up to AZN 2,500, and 0.5% on the part above it. Unemployment insurance adds 0.5%.

The oil and gas regime

Expat employees of contractors working under production-sharing agreements (PSAs) and host-government agreements (HGAs) have their own residence tests. They can become resident after just 30 consecutive or 90 cumulative days under a PSA. Once resident under these agreements, they're generally taxed only on income from their Azerbaijani employment, not their worldwide income.

Freelancing

Individual entrepreneurs are taxed at 20% on business profit and pay social premiums. Those with turnover below AZN 200,000 may use the simplified tax instead, at 2% of turnover in Baku. However, people who provide services to registered businesses rather than to individuals are largely excluded, so most B2B freelancers end up in the general regime.

Investment income, crypto and pensions

Dividends are taxed at 5% and interest at 10%, usually withheld at source. Azerbaijan has no specific crypto rules for individuals, so gains are generally treated as taxable income. Check how foreign pensions will be treated before you move. There's no wealth tax.

Remote work

Azerbaijan doesn't have a digital nomad visa. Many nationalities can get an e-visa for short stays, but living there longer requires a temporary residence permit based on work, business, study or family.

Double tax treaties

Does Azerbaijan have double tax treaties? Yes. Azerbaijan has signed 57, of which 56 are in force, including with the UK, Germany, France, Italy, the Netherlands, Switzerland, Norway, Japan, TΓΌrkiye, China and the UAE. The US still applies its 1973 treaty with the former Soviet Union to Azerbaijan, but it offers only limited relief.
